How to reduce photo size

Suppose you are applying for a job and the soft copy of your photo is nearly 5 times greater than the required optimum size. This case comes in many situations like your photosize is near to 60 kb and you need to submeet the phto of 15-20 kb. Then what to do?
If you save the photo in applications like photoshop with low quality then the picture will be very bad to even see. In this case just send that photo to your mobile and add one small effect from mobole photo editor. This will reduce size of photo 5 times without rwducing photo quality much.
